5. The Government shall determine, by regulation, the standards, specifications and quality criteria 9-1-1 emergency centres must comply with to obtain a certificate of compliance.
The regulation may also prescribe standards, specifications and quality criteria applicable to secondary emergency communication centres.

5. All persons must exercise prudence and foresight with regard to major or minor disaster risks they know to be present in their environment.
